What is the best way to drill a primer out of a cartraidge?

Yes I said primer, and no I'm not insane, yet. I'm trying to fix a .38 for a friend that has frozen casings in the cylinder. The projectiles have been driven back to the primers and I want to difuse the rounds by removing the powder,but I have drilled my way to the primers. As shock sensitive as a primer is the vibration of the drill could set of a frag in my face! HELP!!!
